This is an unsubstantiated hunch, but my guess is that that particular difference isn't related to health care at all but more probably has to do with poverty-related or religious violence.

I wouldn't think religious violence in Scotland. But you inspired me to Google and hey, Wikipedia (http://en.wikipedia.org/wiki/Calton,_Glasgow). Poverty violence somewhat, also heavy drug and alcohol use, and poor diet. And even mention of sectarian tensions.

Glasgow is actually fairly notorious for religious (that is sectarian) violence. My Dad grew up in Paisley and he has some pretty hair-raising stories about Glasgow. One of his friends who also emigrated to Canada has a scar on his face from a Rangers fan who randomly slashed him with a razor blade when he was walking down the street. He was lucky to get away.
