Interesting question, and IIRC he does in a letter condemn royal hunting parks in France. OTOH, I do see a difference between autocratic privilege and majority determination of land use, and we do often allow hunting on public lands, which is a big difference. Also:
"we must take care that other employment be furnished to those excluded from the appropriation"
In other words, welfare policies, and even better full employment policies, are or would be adequate substitutes. If people were starving, then infringement on public parks would be legitimate. As it is, welfare probably pays more than one could reliably make as a lone farmer...
