What, when, and where was the biggest war since WWII, killing 5.4 million people, and displacing many more?

1998-2003, a fight between Rwanda and Uganda on one side and DRC/Zaire on the other, with various other African countries helping one side or the other; fighting over militia support and resources. Featuring massive rape and, according to the BBC and a defunct Independent article, systematically hunting down and eating pygmies for their magical powers.
I'm still bemused by Namibia existing, though it must have when I was studying geography for Academic Decathlon in 1991 -- had only existed for a year or so then, though.
